[지원금] 역사적 유산이 있는 교회들에 2천만 달러 지원

$20M in Grants Available for Historic Churches

미시간 주 그랜드래피즈에 있는 First CRC 교회는 역사적 유산이 있는 교회 건물historic building의 리모델링을 마무리하기 위해 2016년에 지원금 10만 달러를 수령했다.

2016년, 이 교회는 200만 달러 규모의 리모델링 공사를 진행하기 원했다. 교단 교회 건물 가운데 아주 낡은 건물 중 하나인 그랜드래피즈 First CRC 교회 건물은 1911년에 지어졌고, 2016년에 보수 공사를 해야 했다. 또한 점차 교회의 필요가 늘어남에 따라 건물의 확장 및 개조 역시 필요했다.

이를 위해 First CRC는 신성한 장소를 위한 국가기금National Fund for Sacred Places에서 스테인 글라스로 된 창문을 복구하고, 외부 석조물과 보일러를 교체할 수 있도록 10만 달러를 지원받았다.

신성한 장소를 위한 국가기금National Fund for Sacred Places은 역사보존을 위한 국가신탁National Trust for Historic Preservation과 협력하는 신성한 장소를 위한 동역Partners for Sacred Places 프로그램으로, 미국 전역에서 지역 사회를 섬기고 있는 유서 깊은 교회들에 재정 및 기술을 지원하고 있다.

이 지원금 프로그램 덕분에, 곧 80개 교회가 추가로 이와 같은 지원을 받고 교회 건물 리모델링과 복원 공사를 할 수 있게 된다. 신성한 장소를 위한 국가기금National Fund for Sacred Places은 최근 언론을 통해 다음과 같이 발표했다.

“릴리 재단Lilly Endowment Inc.에서 신성한 장소를 위한 국가기금National Fund for Sacred Places에 대한 후원 기한을 2027년까지 연장하고 지원금을 두배로 늘렸습니다. 신성한 장소를 위한 동역Partners for Sacred Places과 역사보존을 위한 국가신탁National Trust for Historic Preservation에서 교회에 지원 가능한 금액이 2천만 달러가 넘는다는 소식을 전할 수 있게 되어 기쁩니다.”

향후 5년간, 본 프로그램에 선정된 미국 내 약 80개 교회에 이 기금을 통해 지원금이 제공될 것이다. 지원금은 교회의 보수나 복원에 사용할 수 있으며, 여기에는 주요 예술적, 건축적 특징을 복원하고 유지하기 위한 노력이 포함될 수 있다.

또한 선정된 각 교회들은 그 건물이 역사적으로 중요하고 건축적 특징이 있어야 할 뿐 아니라, 그 장소가 커뮤니티의 영적, 사회적, 경제적 필요를 충족시키는 필수적인 역할도 하고 있어야 한다.

신성한 장소를 위한 동역Partners for Sacred Places의 밥 재거Bob Jaeger 대표는 다음과 같이 전했다.

“이 국가기금은 유서 깊은 예배당을 보존하는 아주 중요한 역할 뿐 아니라, 그들이 자생하고 앞으로 계속해서 본인들의 커뮤니티를 섬길 수 있도록, 교회 건물 내 수용 인원에 관한 것이기도 합니다. 이 프로그램이 연장되어 2027년까지 더 많은 교회를 섬길 수 있게 되어 너무나 기쁩니다.”

2016년부터 본 기금은 콜롬비아 특별지구와 푸에토 리코의 36개 주에서 24개 신앙적 전통을 대표하는 97개의 커뮤니티를 섬기고 있는 교회에 1,800만 달러를 지원하고 공약했다. 신성한 장소를 위한 국가기금National Fund for Sacred Places 보도 자료에 따르면, 본 지원금은 참여 교회에 투자한 금액 1달러당 3달러 이상을 활용하게 했다.

다음 지원금 일정은 2023년 가을에 지급된다. 신청 및 자격 조건, 선택 범위는 웹사이트 fundforsacredplaces.org에서 확인할 수 있다. 신청 마감은 2월 24일이다.

자격 요건

Eligibility Guidelines

1. 반드시 미국 또는 미국령 내에 건물이 있어야 한다.

The property must be located within the United States or its territories.

2. 건물은 반드시 예배를 위해 지어진 곳이어야 하며, 종교 단체 소유여야 한다.

The property must have been originally built to be a house of worship, and must be owned by an active community of faith.

3. 3년 이상된 교회여야 한다.

The congregation must be at least 3 years old.

4. 신청자는 반드시 종교 단체나 밀접하게 제휴된 비영리 단체여야 한다.

The applicant must be a religious congregation or closely affiliated nonprofit organization.

5. 건물은 반드시 역사적이나 문화적, 건물적 가치 그리고/또는 역사적 장소로 국가에 등록되어 있거나 등록에 적합해야 한다.

The property must possess historical, cultural, or architectural value and/or be listed on or eligible for the National Register of Historic Places.

역사적으로나 문화적 훌륭함을 증명할 공문서를 제출하지 않아도 된다. 국가 등록 영역에서 여러분의 교회의 훌륭함을 결정할 만한 영역에는 무엇이 있을지 확인할 수 있다.

6. 반드시 커뮤니티를 생각하고 비신자들을 섬기는 교회가 사용하는 건물이어야 한다.

The property must be occupied by a congregation that is community-minded and that serves nonmembers.

타 비영리 단체와 공간을 공유하는 교회의 경우 우선권 부여.

Congregations that share space and partner with other nonprofit organizations are prioritized.

7. 반드시 건물의 구조적 요소, 건물벽, 지붕 및 안전과 관련된 긴급 보수가 필요한 건물이어야 한다.

The property must have urgent repair needs related to structural components, walls, roofs, and/or other elements of the building envelope that are integral to life safety.

장애인의 건물 접근성을 개선하거나 비어 있거나 활용도가 낮은 공간을 커뮤니티 사용에 더 적합하게 개조하는 프로젝트도 해당된다.

Projects that improve the ADA accessibility of the property or projects that make vacant or underutilized space more suitable for community use are also eligible.

8. 계획하는 공사는 반드시 건물의 역사적 특징과 건축 재료를 고려해야 하며, 내무 장관의 재건 기준을 준수해야 한다.

Anticipated capital projects must respect the property’s historic character and materials, and must adhere to the Secretary of the Interior’s Standards for Rehabilitation.

9.교회는 반드시 그 공사를 위해 교인들에게 받는 헌금을 초과하는 재정이 필요하다는 것을 보여야 한다.

The congregation must demonstrate a need for project funds that exceeds the congregation’s typical donor base and membership.

The applicant must exhibit several signs of positive organizational health, including, but not limited to:

Senior clergy (and/or lay leadership) is established in tenure; consensus around project goals; commitment to retaining and caring for the historic property; stable or growing membership; established partnerships with external entities; financial strength and stability; and if applicable, positive and supportive relationship with regional denominational offices.

11. 교회는 지원금을 지출하기에 앞서 반드시 모든 프로그램의 자격 요건을 충족하는지 신성한 장소를 위한 동역Partners for Sacred Places 프로그램과 역사보존을 위한 국가신탁National Trust for Historic Preservation과 소통하며 알아봐야 한다.

수령자는 다음을 수행해야 한다: 경험있고 자격을 갖춘 건축가나 주로 건축가를 포함한 전문 팀이 작성한 비용 견적과 함께 허가받을 준비가 된 건축 문서에 설명된 포괄적인 작업 범위를 준비한다. 공사를 완료할 수 있는 현실적인 예산과 일정을 수립한다. 현실적인 모금 계획을 세운다.

The congregation must work with Partners for Sacred Places and the National Trust for Historic Preservation prior to disbursement of the capital grant to ensure that all program requirements have been met.

Recipients are required to: develop a comprehensive scope of work described by permit-ready construction documents with cost estimates produced by an experienced, qualified building professional or team of professionals, typically including architects; develop a realistic budget and timeline for completing the work; and develop a realistic fundraising plan.

12. 5만 달러에서 10만 달러는 1:1 매칭이 필요하다. 10만 1달러부터 25만 달라는 2:1 매칭이 필요하다.

Grants of $50,000 to $100,000 require a 1:1 match. Grants of $100,001 to $250,000 require a 2:1 match.
